While receiving the Kazakh President, National Assembly Chairman Nguyễn Sinh Hùng said that apart from cooperating in economics, the two sides should promote exchange and cooperation in culture, society, defense, security and diplomacy.

As a member of the Association of Southeast Asian Nations (ASEAN), Việt Nam will create good conditions for Kazakhstan to strengthen relations with ASEAN member countries, Hung said, adding that the Vietnamese National Assembly will do its utmost to further foster the friendship between the two countries.

The Kazakh President said that relations between the two countries’ legislative bodies played an important role in considering, assessing and speeding up the implementation of agreements signed by the two nations.

He suggested the national assemblies of Việt Nam and Kazakhstan promote cooperative activities with the aims of contributing to building the friendship between the two countries.

He expressed hope that the two countries will cooperate further in all fields, especially in student exchange, to enhance cultural exchange and mutual understanding between the two nations./.

NA Chairman Hung said he believed that the visit would contribute to boosting the special friendship between the two countries.

He expressed his unanimous support for the content of recent talks between the two countries’ Vice NA Chairmen, which, he said, manifested the close cooperation between the two legislative bodies.

The legislative leader asked the two National Assemblies to increase the exchange of delegations and work together to organise activities marking the 50 th anniversary of diplomatic ties between the two countries and the 30 th year of signing of the Vietnam-Laos Friendship and Cooperation Treaty in 2012.

Hung spoke highly of Laos ’ position as host of the seventh Asia-Europe Parliamentary Partnership Meeting (ASEP-7) and the ninth Asia-Europe Meeting (ASEM-9) in 2012, saying this would help the country heighten its position in the region and the world as well.

Vietnam is ready to assist Laos in organising the two events, the NA Chairman affirmed.

For his part, Saysomphone Phomvihane said the Party, State and people of Laos always remember the effective support of the Vietnamese Party, State and people.

He said his visit aims to realise the agreements reached by the two countries’ senior leaders, pledging that the delegation will make all-out efforts to contribute to the traditional friendship between the Parties, States and peoples.

Later in the day, Saysomphone Phomvihane was received by Prime Minister Nguyen Tan Dung, who said the Vietnam-Laos special relations are valuable asset of the two Parties and States.

Dung praised the achievements Laos has recorded during national construction and socio-economic development and expressed his pleasure at the comprehensive cooperation between the two countries.

The two governments are trying to implement cooperation agreement under the signed agreements while promoting new cooperation programmes, especially in economics, trade and investment, the PM said.

Saysomphone Phomvihane reiterated Laos ’ consistent policy of attaching importance to and further boosting the special and comprehensive cooperation with Vietnam .

He said he hoped that Vietnam would share its experience in socio-economic development as well as in legislative operations.

Also on Oct. 27, Saysomphone Phomvihane had a working session with Chairman of the Vietnam NA’s Committee for External Relations Tran Van Hang, during which the two sides exchanged experience in ASEP-7 organisation.

Hang suggested Laos promptly build a clear roadmap for each stage and gather ideas as well as issues of interest to member countries, through consultation and discussion.

He underlined the need to mobilise the full participation of member countries and coordinate with the Foreign Ministry to put forward documents and contents suitable for the current situation, while paying bilateral official visits.

Saysomphone Phomvihane said he believed that the close ties between the two countries and two legislative bodies would be preserved and developed and expressed his hope of continued close cooperation with the Vietnam NA./.

Vietnam will join regional countries to practically contribute to common efforts to raise the role of the ASEAN Inter-Parliamentary Assembly (AIPA) in the process of building a peaceful, stable, cooperative and prosperous ASEAN Community.

He stressed that the Vietnamese NA delegation agreed with the AIPA-32 theme, “The role of AIPA in building a prosperous ASEAN Community”, saying that ASEAN has seen remarkable changes towards a common community in 2015 as well as promoted dialogue, cooperation and connectivity for regional peace, stability and development.

Besides advantages, ASEAN is facing a lot of challenges, including the on-schedule completion of the roadmap of building the ASEAN Community and the effective settlement of emerging challenges, he noted.

The top Vietnamese legislator suggested that in this important period, AIPA should actively boost dialogue, strengthen trust, promote solidarity and consensus in solving disputes peacefully as well as speed up the effective implementation of cooperative mechanisms and tools in the region.

“AIPA should support ASEAN in expanding and deepening ties with its partners to create a favourable environment for building the community, boosting regional connectivity and narrowing the development gap,” he said.

Hung also emphasised the necessity for close coordination between AIPA and ASEAN in consolidating and strengthening the central role of ASEAN in the evolving regional architecture for the common goal of peace, stability and development as well as in effectively dealing with arising challenges.

The Vietnamese NA leader congratulated Myanmar on its official membership to AIPA, which he said marks a strong and important development of AIPA with the participation of ten ASEAN countries.

In his opening speech, Heng Samrin, President of the Cambodian National Assembly and President of AIPA, said that Cambodia would try its best to turn the AIPA 32 General Assembly into a milestone of the AIPA process, creating favourable conditions for exchange of information and viewpoints and promoting integration.

He said that Cambodia wishes to build the inter-parliamentary organisation of peace, to provide a mechanism for settlement of disputes in the region and strengthen trust among ASEAN nations.

Heng Samrin proposed to set up a supervision committee with representatives from ASEAN parliaments and have an AIPA parliamentary group for providing consultancy and conduct regular examination of the implementation of AIPA agreements.

He expressed his belief that AIPA 32 would be an ideal opportunity for participating delegations to contribute initiatives towards effective cooperation to bring member countries closer in coping with common challenges.
Cambodian Senate President Chea Sim affirmed that AIPA 32 provides an opportunity to promote the role of the regional inter-parliamentary organisation in building a prosperous community. Through its agenda, ASEAN parliaments will discuss and work out measures to cope with problems of maintaining peace, stability and development in the region and the world.

President Chea Sim expressed his wish that AIPA 32 would build a cooperative mechanism to prevent terrorism, transnational crime, drug crime and other violent actions.

AIPA-32 is being held from Sept. 18 to 24 in Cambodia, with participation of the heads of all parliaments of the Association of Southeast Asian Nations (ASEAN) and observers from Australia, Canada, China, the European Parliament, Japan, the Republic of Korea, India, New Zealand, Papua New Guinea, Russia and the United States…

The Party and State always pay special attention to the Vietnamese community in Cambodia, said National Assembly Chairman Nguyen Sinh Hung.

Hung made the statement while meeting with representatives of overseas Vietnamese living in six southern Cambodian provinces at the Vietnamese Consulate General in SihanoukVille province on September 18.

He spoke highly of great contributions made by OVs in Cambodia during the revolutionary cause under the leadership of the Communist Party of Vietnam.

Overseas Vietnamese should integrate deeper into the Cambodian society, abide by the law and respect customs of the country, he recommended.

The NA Chairman expressed his belief that the Vietnamese community in Cambodia will uphold the tradition of patriotism, solidarity and mutual assistance to build a stable life in their second homeland, helping foster the friendship and solidarity between the two nations.

He also said that his visit to Cambodia aimed to further consolidate and strengthen the friendly neighbourliness, solidarity and mutual trust between the two countries’ leaders and people.

Earlier, NA Chairman Hung and his entourage offered incence and laid a wreath at the monument to Vietnamese volunteer soldiers in the province.

He also visited SihanoukVille Port , one of the largest seaports in Cambodia , which was built in 1956

Meeting with King Norodom Sihamoni, NA Chairman Hùng stressed that the Vietnamese Party, State, National Assembly and people attach special importance to relations with Cambodia and will do their best to constantly develop bilateral ties following the motto “Good neighbors, traditional friendship, comprehensive cooperation and lasting sustainability”, which was agreed by the two countries’ leaders.

NA Chairman Hùng conveyed best regards from Vietnamese Party General Secretary Nguyễn Phú Trọng, State President Trương Tấn Sang and PM Nguyễn Tấn Dũng to King Norodom Sihamoni, former King Norodom Sihanouk and the Queen Mother.

King Norodom Sihamoni expressed his admiration at Việt Nam’s great achievements in the recent past and thanked the Vietnamese government and people for their precious support and assistance to the Cambodian people.
The Cambodian King expressed his wish that friendship and cooperation between the two countries will be further developed for the prosperity of the two nations.

At his meeting with PM Hun Sen, NA Chairman Hùng said in his talks with National Assembly President Heng Samrin, the two sides have agreed to further boost friendship and cooperation between the two legislative bodies and coordinate to actively support their governments in national construction and defense in each country.

PM Hun Sen expressed his pleasure at the fine development of friendship between the two States and nations.

He highly appreciated Vieejt Nam’s investment projects in Cambodia , many of them have been put into operation in the fields of information technology, telecom, mining, aviation, banking and insurance services, contributing to Cambodia ’s socio-economic development, as well as boosting friendship and cooperation between the two countries.

The Cambodian PM pledged to continue creating favorable conditions for Vietnamese investors in Cambodia and take measures to help overseas Vietnamese to continue to stablize their lives and production.

The same day, Chairman Hùng visited the offices of the Bank for Investment and Development of Việt Nam (BIDV) and the Việt Nam Rubber Group in Cambodia . He also met with representatives of the Vietnamese community in Phnom Penh .

He expressed his joy at the increasing number of Vietnamese investment projects in Cambodia . About 700 enterprises are investing in many key industries, contributing to developing the local economy, generating jobs and assisting overseas Vietnamese.

The NA leader made the requirement while visiting the VNA on September 14, for the occasion of its 66 th anniversary.
Chairman Nguyen Sinh Hung affirmed that since VNA transmitted its first world bulletin in Vietnamese, English and French that featured the historic Declaration of Independence to establish the Democratic Republic of Vietnam on September 15, 1945, the agency has always marched with the nation through all important revolutionary periods.

During that great journey, together with journalists nationwide, generations of VNA reporters, editors and technical workers have raised high the spirit of courage, braving sacrifice and hardship to make worthy contributions to the common cause of the nation, he said, adding that many VNA journalists have laid down their lives for the national independence and freedom.

The NA Chairman expressed joy at achievements made by the VNA over the past 66 years, saying that VNA’s information has become more extensive, diversified and plentiful, effectively serving the renewal and integration cause of the country.

With a network of bureaus in all 63 cities and provinces nationwide and 27 others in foreign countries and a strong contingent of over 2,200 cadres and reporters, producing 40 types of information products, the VNA has actively contributed to introducing the country’s images and current events to international friends, he said.

Chairman Hung also spoke highly of the quality and content of VNA Television (Vnews) after one year of operation, saying that the channel has provided updated, concise, correct and comprehensive information on all aspects of life.

VNA General Director Tran Mai Huong affirmed that VNA staff, reporters and editors are determined to build on their achievements and exert efforts to fulfil all tasks and functions entrusted by the Party and State, continuing to build the VNA into a powerful national communications group and a reliable strategic information provider of the Party and State which actively contributes to national construction and development in the new period.

A high-ranking delegation of the National Assembly (NA) of Vietnam led by its Chairman Nguyen Sinh Hung will pay an official visit to the Kingdom of Cambodia , announced the NA External Relations Committee on September 12.

NA Chairman Nguyen Sinh Hung sets himself, deputies new term tasks

National Assembly (NA) Chairman Nguyen Sinh Hung has signed Decision 213/NQ-UBTVQH13 assigning specific tasks for himself and his deputies.

Accordingly, the Chairman will take charge of all activities relating to organization and personnel (selection of senior personnel), preparation and chairing of NA and NA Standing Committee sessions, and signing of laws and NA resolutions, NA Standing Committee ordinances and resolutions.

He will convene and chair meetings with the Ethnicity Council’s Chairman and Chairmen of NA Committees and direct co-ordination between the NA Standing Committee and the Government, the Việt Nam Fatherland Front Central Committee, the Chief Justice of the Supreme People’s Court and the President of the Supreme People’s Procuracy.

The NA Chairman Nguyen Sinh Hung will direct the NA diplomatic activities at bilateral and multilateral levels and maintain Party relations with the Political Bureau and the Party Central Committee.

Vice Chairperson Tong Thi Phong will manage the operation of the NA on behalf of the Chairman when he is absent.

The Vice Chairperson will chair NA and NA Standing Committee sessions on draft laws and ordinances on the assigned fields.

Vice Chairperson Phóng will direct law making process, supervise the implementation of policies relating to people and religion, manage diplomatic activities and harmonize cooperation between the Ethnicity Council, NA Commissions, NA Office and the Party Central Office, the President’s Office, the Office of the Government, and the Việt Nam Fatherland Front Central Committee.

Vice Chairperson Phóng is in charge of drafting agendas and programs of NA and NA Standing Committee sessions and preparing for expenditure and physical conditions for the operation of the NA.

The Vice Chairperson will chair NA and NA Standing Committee sessions on draft laws and ordinances on the assigned fields.

Mrs. Nguyen Thi Kim Ngan is responsible for directing the making of laws, deciding important issues and supervising the implementations of the laws on economics, finance, budget, monetary issues, banking, audit, insurance, science, technology, and environment.

She will chair and review socio-economic development plans, State budget estimates, budget allocation, financial and monetary policies, tax policies; NA budget estimates; fulfillment of Việt Nam’s international commitments within the NA operation.

The Vice Chairperson will monitor the implementation of national key projects under the competence of the NA and oversee the operation of the NA Commission for Economic Affairs, the NA Finance and Budget Commission, the NA Commission for Science, Technology and the Environment, and the State Audit.

The Vice Chairman will chair NA and NA Standing Committee sessions on draft laws and ordinances on the assigned fields.

Mr. Lưu is responsible for composing and implementing the NA and NA Standing Committee annual law and ordinance making programs and supervising the implementation of criminal, civil, administrative, judiciary laws as well as State apparatus organization.

The Vice Chairman is in charge of overseeing the issuance of legal documents and revoking documents which are contrary to the Constitution and NA resolutions, NA Standing Committee’s ordinances and resolutions.

His assignment covers the mass media and the Law Commission and the Justice Commission.

The Vice Chairman will chair NA and NA Standing Committee sessions on draft laws and ordinances on assigned fields.

Mr. Sơn is responsible for drafting and deciding key issues and monitoring the implementation of the laws on national defence and security.

Vice Chairperson Sơn is in charge of overseeing tenure and annual operations of the NA and the NA Standing Committee and supervising operation of the Ethnic Council.

His assignment also covers decisions on amnesty, war and peace, and the issuance of a state of emergency./.

The National Assembly Standing Committee on Monday discussed a project on reforming and improving the efficiency of the law making body’s operation.

The draft project, designed by the NA Office, covers a wide range of the legislative body’s performance.

Ms. Trương Thị Mai, Head of the NA’s Committee for Social Affairs commented that the project should ensure that the deputies will keep up with the lattest information pertaining to the NA operation and suggested the expansion of interpellation activities during NA’s working sessions.

Sharing the same view, NA Chairman Nguyễn Sinh Hùng noted that immediately in the second working session, the deputies should be updated with information about draft bills to be discussed as two third of the deputies at this legislature are fresh faces.

Meanwhile, Vice State President Nguyễn Thị Doan suggested more time to be given to deputies to question Cabinet members at all plenary sessions in stead of the current limit of seven minutes.

The project is expected to be approved by mid 2012.

The NA’s next working session is scheduled to last 31 days, beginning from October 20, 2011.

Over 100 students who topped university entrance exams this year have been asked to continue with their academic projects, and become an active factor in building a learning society and developing a knowledge-based economy.

National Assembly Chairman Nguyen Sinh Hung made the request in Hanoi on August 21 during his talk with 112 students who had got the highest marks at the recent university and college entrance exams. Hung also shared his experience in studying and working in the financial sector.

“We should have a passion for whatever we do, then we can do it well, and determination will lead us to success,” said Hung.

He said youth was the most beautiful period of a person’s life, and students must take advantage of this time to study, dedicate themselves to a worthy cause and take responsibility for not only their families but also for social communities and the country.

Students must try their best to overcome difficulties and feel proud of themselves as young Vietnamese who contribute to bringing prosperity to the country and heightening its prestige in the international arena, said Hung.

He also urged them to promote the enthusiasm and energy of youth by making practical contribution to the cause of national construction and development aimed at turning Vietnam into an industrialized nation by 2020.

The NA Chairman expressed his belief that students with a good foundation of knowledge will gain more achievements in studying and working to realize their dreams of becoming the leading experts and intellectuals in the near future.

At the meeting, the students talked about their aspirations. Mai Van Chu, top scorer at the University of Civil Engineering, said he came from a poor family in northern Nam Dinh Province’s Thien Truong Commune, and wished to become a civil engineer so that he could have the chance to help many people.

The students thanked the Party and State for their trust in the young generation. Pham Thi Hong Tham, who came top at the entrance exam to Hanoi Pedagogical University No 2, asked the Party and State to pay more attention to investing and raising incomes for people working in the education sector.

The same day, a ceremony was also held for Hanoi’s laureates to sign their names in a large-sized and specially-designed letter to send to soldiers garrisoned in the Truong Sa (Spratly) archipelago area.

Addressing the ceremony, Ngo Thi Doan Thanh, Vice Secretary of the Hanoi Party Committee asked the students to promote the learning tradition of the thousand-year old capital city. The Party and State always attach importance to building a contingent of intellectuals as part of important human resources for the country.

On the occasion, State Vice President Nguyen Thi Doan conferred certificates of merit on the laureates.
